- l10n: Add zh-CN dist files

- Linting (ESLint): Add back `no-console`; while useful for debugging, could flag incomplete code (and was breaking at reporting of unused directives)
- Docs (CHANGES): Add changes and apply more formal style
- Build: Rebuild with updated Babel/Rollup
- npm: Update devDeps
