13ccc7c997 feature: Add .With methods to ActionRowBuilder (#2296) 
* Added `.With` methods to `ActionRowBuilder`

- Added `.WithButton` & `.WithSelectMenu` methods to `ActionRowBuilder`
- fixed a typo

* removed `<exception>` from methods which don't directly throw an exception
